Marvin was appointed to the OLCC in Dec 2013 by Governor Kitzhaber and reappointed by Governor Brown in 2017. Before joining OLCC Marvin built the largest minority-owned commercial insurance brokerage in Oregon with offices in Portland and Eugene after retiring from law enforcement in Oregon.

Marvin has served as President of the board of directors for Maude Kerns Art Center, Looking Glass Youth and Family Services, and The Eugene Area Chamber of Commerce. Marvin has also served on the boards of the African American Chamber of Commerce and the Oregon Economic Development Board.

Marvin is currently Vice President of Business Development at a regional insurance brokerage that operates in 26 states. A major insurer in the long-haul trucking industry and the largest insurer of public entities in Oregon with over 350 as clients. Marvin designs and manages self-funded and fully insured employee benefits for the firm's clients including many of the nine Federated Tribes in Oregon.

Kevin has a long history as a facilitator in roles such as Director of an International Research Foundation, Director of a State Trade Association, and CEO of a Regional Chamber of Commerce. His reputation for always doing his homework and diplomatic, unflappable demeanor enable conversations and creative solutions to what were once thought to be intractable problems.

Kevin's natural curiosity and respect for people translate into an agenda-free, judgment-free environment. His goal as a Board Member is to learn from one another while focusing on the CIFUSA mission: to provide a non-partisan, diverse forum for the pragmatic, forward-looking discussion regarding the creation and maintenance of an effective USA-interstate commerce system for the legal cannabis industry.
